District Court - 387th | Important Notices


DOCKET CONTROL ORDERS

We are pleased to announce that on November 1, 2025, Docket Control Orders were implemented in the 387th District Court. For cases filed on or after November 1. 2025, thirty (30) days after the case is filed a Docket Control Order will automatically be attached to the case file and mailed to the litigants and/or their attorneys. A trial date shall be assigned to the case. The following shall apply:
  1. Divorce with no Children: trial set 6 months after filing date.
  2. Divorce with Children: trial date set 9 months after filing date.
  3. Modifications: trial set 9 months after filing date.
Parties may have Settlements/Agreements or Defaults proved up prior to the assigned trial date.
For all other cases, trials will be set by court.
All hearings will continue to be set on Schedulista.
Cases filed prior to November 1, 2025, will be assigned a trial date by the Court and manually issued a Docket Control Order.

Honorable Oscar Telfair III, Judge

Honorable Judge Oscar M. Telfair III

Judge Oscar M. Telfair III was elected on November 5, 2024, to the 387th District Court in Fort Bend County, Texas.

The 387th District Court is a court specializing in hearing family law cases such as – divorce, custody disputes, enforcement actions, Department of Family and Protective Services (CPS) cases, termination and adoption suits, name changes, domestic violence, and paternity actions.

Judge Telfair graduated from Howard University in Washington, D.C. in 1982 with a Bachelor of Business Administration in Accounting. Judge Telfair continued his studies and obtained a Doctor of Jurisprudence degree from The Ohio State University Moritz College of Law in 1985. After graduating law school, Judge Telfair began his legal career as a tax and corporate attorney at Marathon Oil Company, first in Ohio then in Houston, Texas.  In 1994, he opened his own law practice, The Law Office of Oscar M. Telfair III, P.C., also known as “The Telfair Firm” and worked as a solo practitioner operating a general practice concentrating in areas of law including family, civil, criminal, tax, real estate, wills and probate, and commercial.

Honorable Richard T. Bell, Associate Judge

Professional Experience

Rick-Bell-Associate-Judge-387thJudge Richard T. Bell graduated with a Doctor of Jurisprudence from South Texas College of Law in May 1997 and earned a Bachelor of Arts Business Degree from Southwestern University in 1994. After graduation from law school, Judge Bell began concentrating his legal practice to family law, handling cases throughout the State of Texas. He maintained a successful legal practice handling complex property cases and child custody disputes for nearly twenty years. During his years of private practice, Judge Bell was regularly recognized by the State Bar of Texas as a member of the Pro Bono College, an organization devoted to helping individuals that are unable to afford legal services. In 2015, he accepted the position as the Associate Judge for the 387th District Court.
